Patient Access to Physiotherapy or Physical Therapy Services
There are several different ways delivered health care in
Australia. This can be general, personal, or also a mixture of both and the
quality of health in all high quality.
Public
The Australian Health Care Agreement (AHCAs) forms the
commitment of the Australian government to provide general hospital services.
Formerly known as the Medicare Agreement, the AHCA provides the basis for
Commonwealth financial contributions for the provision of public hospital
services. This funding is not given directly to public hospitals but is given
to each State or Regional Government to help fund public hospital services.
Although each agreement determines the amount of funding that will be
contributed by the Commonwealth to each State and Territory for general
hospital services, there is no appropriate requirement for States and

The AHCA determines the role of the Government of prosperity

services and articulates some of the main principles that state that:
- general hospital services must be provided free of charge
to public patients;
- access to general hospital services must be based on
clinical needs and in clinically appropriate periods; and
- people must have equal access to public hospital services
regardless of their geographical location.
These principles were also enshrined in the 1998 Health Care
Act (Appropriation), which had a legislative effect on Commonwealth funding
commitments. Also included in the agreement are funding for palliative care,
mental health and quality improvement.
Combination of Public and Private
Private health insurance has become a field of conflict
which is also related to the AHCA. The agreement includes provisions (in 7
Parts) that allow the Commonwealth to adjust funding for each jurisdiction
according to changes in private health insurance coverage rates. The relevant
clause states that Commonwealth funding can increase if the level of private
health insurance falls at a uniform 1 percent nationally (unresolved issues
under the Medicare Agreement previous). The clauses also state that Commonwealth funding can
decrease if the level of private health insurance increases relative to the
level in December 1998. Nevertheless, after negotiations with the Australian
Democratic Party to ensure the passing of the National Health Amendment Act
(Lifetime Health Cover) 1999, the Commonwealth undertook to offer every State
and Territory agreement that would ensure that no jurisdiction would be worse
in the case that private health insurance coverage increased above the rate at
which Commonwealth funding would decrease. The nature of the relationship
between private health insurance, Medicare or general hospitals has not been
resolved. In order to stabilize and increase the proportion of the population
covered by private health insurance, the Commonwealth Government has initiated
a series of initiatives, the most controversial of which have been non-meaning
tested 30 percent rebates.
Because the
number of people covered by private health insurance increases and is also
caused by members who have increased coverage, the rebate costs for the
Commonwealth increase. The 2001-2002 Portfolio Budget Report for Health &
Aging showed that rebates would harm the Commonwealth Government by around $
1.9 billion in 2001-02. Critics of rebates claim that this fund will be better
spent on public hospitals but the Government's view is that rebates have become
a successful element of private health insurance initiatives, which aim to
strengthen the private health sector and promote choices for patients.
